Built in 1966, by St. Charles Steel Works Incorporated of Thibodaux, Louisiana (hull #64) as the Monte Carlo for the Crystal Towing Company Incorporated of Harvey, Louisiana.

In 1975, the tug was renamed as the Kings Rook.

In 1978, she was acquired by the Delta Mariner Equipment Company of New Orleans, Louisiana. Where the tug retained her name.

In 1979, the tug was acquired by the Port Towing Corporation of West Palm Beach, Florida. Where she retained her name.

By 1989, she was acquired by the Michael Moody Company of Jacksonville, Florida. Where the tug was renamed as the King's Rook.

By 1992, the tug had been renamed as the Capt. John Chappelle .

In 2005, the tug was acquired by W3 Marine Incorporated of Norfolk, Virginia. Where she was renamed as the Ocean Endeavor.

In 2020, she was acquired by the Michels Company of Milwaukee, Wisconsin. Where the tug was renamed as the Ruth Lucille.

She is a twin screw tug, rated at 1,000 horsepower.
