Built in 1982, by the Tacoma Boatbuilding Company Incorporated of Tacoma, Washington (hull #438) as the Andrew Foss for the Foss Maritime Company of Seattle, Washington.

In 2021, the tug was phased out of active service and was "laid up" at Rainer, Oregon.

Powered by two, sixteen cylinder, EMD 16-645-E6 diesel engines. With Voith AD 45-FH reduction gears, at a ratio of 15:1. Turning two, five bladed Voith Cycloidal drives, for a rated 4,290 horsepower.

Her electrical service is provided by two, 75kW generator sets. Driven by two, GM Detroit Diesel 6-71 diesel engines. With a hydraulic pump off of a PTO. The tug's capacities are 50,550 gallons of fuel, 2,100 gallons of hydraulic oil, 2,400 gallons of lube oil, and 5,400 gallons of water.

The towing gear consists of a Intercon HSW-40 winch, with a capstan mounted on the starboard side. Outfitted with 150(ft) of 5(in) plasma line. An INTERcon SD-200, single drum, towing winch. Outfitted with 305(ft) of 8(in), 12X12, plasma line, with a 7(ft) eye.
