Built in 2025, by Master Boat Builders Incorporated of Coden, Alabama (hull #482) as the William E. Moran for the Moran Towing Corporation of New Canaan, Connecticut.

The tug is a RApport 2800 class tug, designed by the naval architecture firm Robert Allen Limited of Vancouver, British Columbia.

Powered by two, Tier IV compliant, Caterpillar 3512E diesel engines. With Kongsberg US 2055 FP z-drives. She is a twin screw tractor tug, rated at 5,098 horsepower.

Her towing equipment consists of a Markey DEPC-48 bow winch.
