Built in 1978, by Rayco Shipbuilders and Repair Incorporated of Bourg, Louisiana (hull #61) as the Mr. Scott for the Eagle Towing Corporation of Harvey, Louisiana.
In 1980, the tug was acquired by the Creek Towing Corporation of Roslyn, New York. Where she was renamed as the Margaret C. Barker.
In 1991, the Creek Towing Corporation was acquired by Great Lakes Dredge and Dock Company of Oak Brook, Illinois. Where she was renamed as the Bruce J. Biemeck.
In 1997, the tug was acquired by Barker Marine Limited of New York, New York. Where the tug was renamed as the Dory Barker.
In 2008, Barker Marine Limited was acquired by Buchanan Marine Limited of New Haven, Connecticut. Where the tug retained her name.
In 2009, Buchanan Marine Limited renamed the tug as the Buchanan 15.
In 2013, the tug was acquired by Greater New York Marine Transportation Incorporated of Syossett, New York. Where she was renamed as the Dory.
In 2016, she was outfitted with an upper wheelhouse.
In 2020, the tug was acquired by the W. F. Magann Corporation of Portsmouth, Virginia. Where she was renamed as the Connie Ann.
Repowered in 2018, the tug is powered by two, Tier III compliant, Cummins QSK 38 diesel engines. With Twing Disc MG 540 reduction gears, at a ratio of 6:1. Turning two, 77(in) by 72(in) High Dars, fixed pitch propellers. She is a twin screw tug, rated at 2,800 horsepower.
Her electrical service is provided by one, 50kW Onan generator set. And one, 65kW John Deere generator set. The tug's capacities are 25,000 gallons of fuel, and 10,000 gallons of water.
The towing equipment consists of a single drum towing winch, outfitted with 1,500(ft) of 5/8(in) towing wire.
