Built in 2008, by Eastern Shipbuilding Group of Panama City, Florida (hull #900) as the Harvey War Horse II for Harvey Gulf International Marine of New Orleans, Louisiana.

She was the fourth tug designed by Naval Architecture firm John W. Gilbert and Associates of Hingham, Massachusetts. For Harvey Gulf International Marine of New Orleans, Louisiana.

Powered by two, EMD 20-710 G7B turbo diesel engines. With Reintjes WAF 5666 reduction gears, at a ratio of 6.55:1. Turning two, Bird Johnson 165(in) by 165 (in) stainless steel propellers, mounted in kort nozzles for a rated 16,500 horsepower. The tug is also outfitted with a Marprop bow thruster, rated at 500 horsepower.

Her electrical service is provided by two, 200 kW generator sets, and a third 99 kW emergency unit. The tug has a fuel capacity of 246,000 gallons.

Her towing gear consists of a Markey, double drum, towing winch. Outfitted with 3,340(ft) of 2.75(in) towing wire on each drum. The winch is driven by a dedicated GM 6-71 diesel engine. She also features two, 20 ton "deck tuggers," a 350 ton or 700,000(lbs) "shark jaw," as well as a 5(ft) diameter open deck stern roller measuring 14(ft) in length.
