Built in 1972, by N.E. Insley Incorporated of Crisfield, Maryland (hull #110) as the G. and E. No. 4 for Constellation Power Sources Incorporated. A subsidy of the Baltimore Gas and Electric Company of Baltimore, Maryland.

In 2003, the tug was acquired by the Vane Brothers Company of Baltimore, Maryland. Where she retained her name.

In 2016, the tug was acquired by the Stevens Towing Company of Yonges Island, South Carolina. Where the tug was renamed as the Island Progress.

Powered by two, Caterpillar diesel engines. She is a square bow, twin screw, pushboat, rated 1,100 horsepower.
