Built in 2000, by Horizon Shipbuilding Incorporated of Bayou LaBatre, Alabama (hull #044) as the Belle Watling for the Dixie Towing Corporation of Jacksonville, Florida.

She was designed by Glowacki Engineering of Orange Park, Florida for the Dixie Towing Corporation of Jacksonville, Florida.

In 2005, the tug was acquired by the Signet Maritime Corporation of Houston, Texas. Where she was renamed as the Signet Volunteer.

In 2018, she was acquired by undisclosed interests located in St. Croix, U.S. British Virgin Islands. Where the tug was renamed as the Helen.

Powered by two, Cummins KTA-19M3 diesel engines. With two, Rolls Royce 370H z drives. Outfitted with two, 52(in) by 46(in), four bladed, stainless steel propellers. With Twin Disc HPTO -366 PTO's, for a rated 1,440 horsepower.

Her electrical service is provided by two, 35kW generator sets. Driven by two, Cummins 4B 3.9 diesel engines. The tug's capacities are 20,968 gallons of fuel, 5,992 gallons of water, 432 gallons of lube oil, and 432 gallons of hydraulic oil.
