Built in 2004, by Washburn and Doughty of East Boothbay, Maine in (hull #81) as the James R. Moran for the Moran Towing Corporation of New Canaan, Connecticut.

Named for James R. Barker the vice chairman and a principal owner of the Moran Towing Corporation.

Powered by a pair of twelve cylinder, EMD L12-645-F78 diesel engines. With two Rolls Royce 1650H z-drives. Outfitted with 94(in), stainless steel, propellers, for a rated 5,000 horsepower.

Her electrical service is provided by two 99kW, ARCB 368 generator sets. The tug's capacities are 28,000 gallons of fuel oil, 1,000 gallons of lube oil, and 3,000 gallons of potable water.

Her deck equipment consists of a Markey DYS-42 hydraulic hawser winch mounted on the bow. And, a Markey CEP-40 electric capstan on the stern. As well as a firefighting system that provides a pumping capacity of more than 10,000 Gallons Per Minute. With a self-drenching deluge system.
