Built in 1966, by Halter Marine Incorporated of Escatawpa, Mississippi (hull #149) as the Jason Smith for the Crescent Towing and Salvage Company of New Orleans, Louisiana.
In 1978, the tug was acquired by the Sun Oil Transportation Company Incorporated of Marcus Hook, Pennsylvania. Where she was renamed as the Marcus Hook Sun.
In 1997, she was acquired by the Vane Brothers Company of Baltimore, Maryland. Where she was renamed as the Charles Burton.
In 2009, the tug was acquired Winslow Marine Incorporated of Southport, Maine. Where she was renamed as the Patricia Winslow.
Powered by two, twelve cylinder, Caterpillar diesel engines. Turning two, cast steel, fixed pitch, propellers. She is a twin screw tug, rated at 1,800 horsepower.
Her electrical service is provided by two, 50kW generator sets. The tug's capacities are 46,494 gallons of fuel.
