Built in 1964, by St. Charles Steel Works Incorporated of Thibodaux, Louisiana as the Cleo J. Toups for the Toups Rentals Company of New Orleans, Louisiana.

The tug was later acquired by the Eaton Tugboat Company Incorporated of San Pedro, California. Where the tug retained her name.

In 1992, the Eaton Tugboat Company Incorporated renamed her as the Cleo.

In 1998, the tug was acquired by the Sause Brothers Ocean Towing Company of Portland, Oregon. Where she was renamed as the Balboa.

In 2001, she was acquired by the Island Tug and Barge Company of Seattle, Washington. Where the tug was renamed as the Island Storm.

In 2016, the tug was acquired by Quigg Brothers Incorporated of Aberdeen, Washington. Where the tug was renamed as the Mike Quigg.

She is a single screw tug, rated at 1,360 horsepower.
