Built in 1981, by Balehi Marine Incorporated of Lacombe, Louisiana (hull #38) as the Pocono for the Chotin Transportation Company of New Orleans, Louisiana.

In 1998, the tug was acquired by the Kirby Corporation of Channelview, Texas. Where she retained her name.

In 1998, she was acquired by Coastal Towing Incorporated of Houston, Texas. Where the tug was rename as the Kenneth E. New.

In 2002, the tug was acquired by the Kirby Corporation of Channelview, Texas. Where she was renamed as the L.C. Williams.

In 2018, she was acquired by Imperial River Transport Incorporated of Belle Vernon, Pennsylvania. Where the tug was renamed as the Hailey Nicole.

Powered by two, GM 8-645E7B diesel engines. With Falk reduction gears, at a ratio of 4.292:1. She is a twin screw, towboat, rated at 3,000 horsepower.
