Built in 1981, by Balehi Marine Incorporated of Lacombe, Louisiana (hull #38) as the Pocono for the Chotin Transportation Company of New Orleans, Louisiana.

In 1998, the tug was acquired by the Kirby Corporation of Channelview, Texas. Where she retained her name.

In 1998, she was acquired by Coastal Towing Incorporated of Houston, Texas. Where the tug was rename as the Kenneth E. New.

In 2002, the tug was acquired by the Kirby Corporation of Channelview, Texas. Where she was renamed as the L.C. Williams.

Powered by two, GM 8-645E7B diesel engines. With Falk reduction gears, at a ratio of 4.292:1. She is a twin screw, square bow, push boat. Rated at 3,000 horsepower.
