Built in 1973, by McDermott Shipyard Incorporated of Morgan City, Louisiana (hull #177) as the Judy Moran for the Moran Towing Corporation of New York, New York.

In 2017, the tug was acquired by the Fournier Towing and Ship Service Incorporated of Belfast, Maine. Where she was renamed as the Captain Arthur Fournier.

Powered by two, twelve cylinder, EMD 12-645-E2 diesel engines, with Falk reduction gears. Turning two 96(in) by 72(in), stainless steel, fixed pitch, propellers. She is a twin screw tug, rated at 3,000 horsepower.
