Built in 1966 by the Pacific Tow Boat Company at Anacortes, Washington as the Lela Foss (hull #9) for the Foss Launch and Tug Company of Tacoma, Washington.

In 1969, Pacific Tow Boat and the Foss Launch and Tug Company of Tacoma, Washington were acquired as subsidiaries of the Dillingham Corporation of Honolulu, Hawaii.

In 1987, Foss Maritime and its subsidiaries were acquired by Saltchuk Resources Incorporated of Seattle, Washington.

In 2005, the tug was acquired by Waterfront Construction Incorporated of Seattle, Washington. Where she was renamed as the Lela.
