Built in 1970, by Paducah Marine Ways of Paducah, Kentucky (hull #2704) Helen Wolter for the Waterfront Services Company of Cairo, Illinois.

The tug was later acquired by the Madison Coal and Supply Company of Charleston, West Virginia. Where she was renamed as the Earl Franklin.

In 2010, the Madison Coal and Supply Company, become Amherst Madison Incorporated of Charleston, West Virginia. Where the tug retained her name.

She is a twin screw pushboat, rated at 760 horsepower.
