Built in 1964, by Colberg Boat Works Incorporated of Stockton, California (hull #1163-2) as the San Joaquin River for Crowley Marine Services Incorporated of San Francisco, California.

In 2004, the tug was acquired by the Foss Maritime Company of Seattle, Washington. Where she retained her name.

She is a twin screw towboat, rated at 1,000 horsepower.
