Built in 1970, by Halter Marine Services Incorporated of New Orleans, Louisiana (hull #225) as the Modoc for Beers and Minnis Incorporated of San Francisco, California.

In 1972, the tug was acquired by the Willamette Tug and Barge Company of Portland, Oregon. Where she was renamed as the Willamette Champion.

In 1988, she was acquired by the Brix Maritime Company of Seattle, Washington. Where she was renamed as the Janet R.

In 1993, the tug was acquired by Harley Marine Services Incorporated of Seattle, Washington. Where she was renamed as the Lela Joy.

In 2019, Harley Marine Services Incorporated became the Centerline Logistics Corporation of Seattle, Washington. Where the tug retained her name.

Repowered in 2008, the tug is driven by two, Tier II compliant, Cummins QSK 38 diesel engines. With Twin Disc MG 540 reduction gears, at a ratio of 6.18:1. Turning two, 82(in) by 54(in), stainless steel, fixed pitch propellers. She is a twin screw tug, rated at 2,400 horsepower.

Her electrical service is provided by two, 60kW John Deere 4045 STFM generator sets. The tug's capacities are 30,125 gallons of fuel, 3,900 gallons of water, 514 gallons of lube oil, and 195 gallons of hydraulic oil.

The towing equipment consists of a single drum, Almon Johnson towing winch. With an under rider drum, mounted on her stern. And, a Nordic 48-12, head line winch, mounted on her bow.
