Built in 1968, by Jeffboat Incorporated of Jeffersonville, Indiana (hull #2018) as the National Flag for National Marine Service Incorporated of St. Louis, Missouri.

In 1985, the tug was acquired by Compass Marine Services Incorporated of New Orleans, Louisiana. Where she was renamed as the Compass Flag.

In 1990, she was acquired by Southern Marine Service Incorporated of Port Allen, Louisiana. Where the tug retained her name. Where the tug was operated by Compass Marine Services Incorporated New Orleans, Louisiana.

In 1992, the tug was returned to Southern Marine Service Incorporated of Port Allen, Louisiana. Where she was renamed as the Kenny Faughn.

In 1998, she was acquired by American Commercial Barge Line Incorporated of Jeffersonville, Indiana. Where the tug retained her name.

In 2004, the tug was acquired by Langenfelder Marine Incorporated of Stevensville, Maryland. Where she was renamed as the Rogue Island.

In 2011, she was acquired by Corman Marine Construction Incorporated of Annapolis Junction, Maryland. Where the tug was renamed as the Georgetown.

In 2024, the tug was acquired by Stasinos Marine LLC. of Weymouth, Massachusetts. Where she was renamed as the Toula C.

Powered by two, Caterpillar D379 diesel engines. With Caterpillar Caterpillar 7251 at ratio of 5.11:1. Turning two, fixed pitch propellers. She is a twin screw towboat, rated at 1,100 horsepower.

Her electrical service is provided by two, 60kW generators. Driven by one Detroit Diesel 4-71 diesel engine, and one Isuzu BJ-4JJ1, four cycle diesel engine. The tug 's capacites are 20,000 gallons of fuel, 500 gallons of lube oil, 100 gallons of hydraulic oil, 100 gallons of slop oil, and 5,000 gallons of water.

The towing equipment consists of two, 40 Ton, Patterson, electric face winches mounted on her bow. And one, single drum Smatco 44 towing winch outfitted with 1,500 (ft) of 1.5 (in) towing wire. Driven by a dedicated Detroit Diesel 4-71 diesel engine.
