Built in 1973, by Wilmington Shipyard Incorporated of Wilmington, North Carolina (hull #T-50) as the Captain Bill for Wilmington Shipyard Incorporated of Wilmington, North Carolina.

In 1995, the tug was acquired by the Skiffs Creek Towing Company of Yorktown, Virginia. Where she was renamed as the Cindi J.

In 2020, she was phased out of active service and was "laid up" at Newport News, Virginia.

She is a twin screw towboat, rated at 800 horsepower.
