She was the fourth Valiant class tractor tug, designed by the Naval Architecture firm Robert Allen Limited of Vancouver, British Columbia for the United States Navy. The design is a variation Robert Allen's existing Z-Tech 6000 commercial tractor tug design.
Powered by two, Caterpillar 3512E diesel engines, with Twin Disc MCD 3000-5-HD slipping clutches and two, Schottel 1012 z drives for a rated 3,620 horsepower.
Her electrical service is provided by two, 154kW, John Deere 6068AFM85 generator sets.
The towing equipment consists of a JonRie InterTech hydraulic winch, mounted on the bow.
