To be completed in 2021, by Modutech Marine Incorporated of Tacoma, Washington (hull #YTL-815) as the YTL-815 (Cocheco II) for the United States Navy.

She will be the second RAscal 1800 class tractor tug, designed by the Naval Architecture firm Robert Allen Limited of Vancouver, British Columbia for the United States Navy. The design is a variation Robert Allen's existing RAscal 1800 commercial tractor tug design.

The tug will be powered by two, Tier IV compliant, Caterpillar C32 diesel engines. with two Schottell SRP 270 FP z drives for a rated 1,300 horsepower.

The towing equipment will consist of a double drum, JonRie series 220 , hydraulic hawser winch mounted on the bow, and JonRie Series 421 hydraulic capstan mounted on the stern.
