Built in 1984, by Balehi Marine Incorporated of Lacombe, Louisiana (hull #60) as the Shannon James for T.L. James Incorporated of Ruston, Louisiana.

In 1998, the tug was acquired by the Great Lakes Dredge and Dock Company of Oak Brook, Illinois. Where she was renamed as the Pelican State.

In 2023, she was acquired by the Inland Dredging Company of Mount Vernon, Alabama. Where the tug retained her name.

In 2024, the tug was acquired by Encore Dredging Partners LLC. of League City, Texas. Where she retained her name.
