Built in 1980, by Allied Shipyard Incorporated of Larose, Louisiana (hull #157) as the Mr. Arthur for Allstates Marine Services Limited of Larose, Louisiana.
In 1981, tug was acquired by the Marine Power and Equipment Company of Seattle, Washington. Where she was renamed as the Norton Bay.
In 1990, she was acquired by John D. Karlson of Ketchikan, Alaska. Where the tug retained her name.
In 2004, she was acquired by Campbell Towing and Marine Construction Incorporated of Astoria, Oregon. Where the tug retained her name.
In 2019, the tug was acquired by Gulf Coast Tugs Incorporated of LaRose, Louisiana. Where the tug was renamed as the Eliana M. Gondran.
Powered by two, Mitsubishi S12 A2 Y1MPTA diesel engines. With Twin Disc MG 5202 reduction gears, at a ratio of 6.1:1. Turning two 65(in) by 69(in), stainless steel, fixed pitch propellers, mounted in kort nozzles, she is a twin screw tug, rated at 1,800 horsepower.
Her electrical service is provided by two, 40kW, Northern Lights generator sets. The tug's capacities are 26,000 gallons of fuel, 300 gallons of lube oil, and 2,000 gallons of potable water.
The towing equipment consists of a towing winch, driven by a dedicated Caterpillar 3204 diesel engine.
