Built in 1994, construction was begun by Derektor Shipyards of Middletown, Rhode Island. And completed by Halter Marine Services Incorporated of Moss Point, Mississippi (hull #LT-803) as the LT-803 (USAV MGEN. Anthony Wayne) for the United States Army.
Her keel was Laid down at Robert E. Derecktor Shipyard in Middletown, Rhode Island and her hull was launched in 1994. The tug was completed by Halter Marine Services Incorporated of Moss Point, Mississippi.
In 1994, she was delivered to US Quartermaster Corps, and entered service in 1994.
In 2021, the tug was acquired by Precon Marine Incorporated of Chesapeake, Virginia. Where she was renamed as the M.G. Anthony Wayne.
In 2022, she was acquired by an undisclosed interest, reflagged under a Tanzanian flag. And, renamed as the Hayward Bowe.
Powered by two, EMD diesel engines, she was a twin screw tug rated at 5,000 horsepower.
Her electrical service was provided by two, Caterpillar 300 kW generator sets. With an additional 65 kW, emergency, Caterpillar generator set.
The towing equipment consisted of two, single drum, Almon Johnson 333, towing winches.
