Built in 1979, by the Louis G. Ortis Boat Company of Krotz Springs, Louisiana (hull #70) as the Annette Pizani for Lamans Towing Incorporated of Marrero, Louisiana.

In 1986, the tug was acquired by I.C.W., Incorporated of Lockport, Louisiana. Where she was renamed as the renamed as the Kathy Richoux.

In 1989, she was acquired by the Carline Companies of Gonzales, Louisiana. Where she was renamed as the CSS Palmetto State.

Repowered in 2006, she is driven by two Cummins KTA19 diesel engines. With Twin Disc reduction gears, at a ratio of 6:1. She is a twin screw towboat, rated at 1,000 horsepower.
