Built in 1964, by E.J. Carline and Sons Incorporated of Plaquemine, Louisiana as the E.J. Carline No. 1 for the Carline Companies of Gonzales, Louisiana.

In 1974, the Carline Companies renamed the tug as the Cindy Carline.

In 1991, the Carline Companies renamed the tug as the CSS Richmond.

Powered by two, Cummins KTA19 diesel engines with Twin Disc reduction gears. She is a twin screw towboat, rated at 1,000 horsepower.
