Built in 1965, the by Nashville Bridge Company of Nashville, Tennessee (hull #1660) as the Julia Woods for the Mid-South Towing Company of Metropolis, Illinois.

In 2002, the Mid-South Towing Company became the TECO Barge Line Incorporated Metropolis, Illinois. Where the tug retained her name.

In 2006, TECO Barge Line Incorporated renamed the tug as the Michelle O'Neill.

In 2007, TECO Barge Line Incorporated renamed the tug as the Donna Griffin.

In 2012, she was acquired by the Ingram Barge Company of Nashville, Tennessee. Where the tug retained her name.

In 2015, the Ingram Barge Company renamed the tug as the Frank Johnson.

Rebuilt in 2003, she is driven by three GM 16-645F7B diesel engines. With Falk reduction gears, at a ratio of 4.36:1. Turning three, fixed pitch propellers mounted in kort nozzles. She is a triple screw tug, rated at 9,000 horsepower.
