Built in 1976, by the Leblanc Welding and Construction Company of Patterson, Louisiana as the Mr. Frank for L and L Boat Rentals of Morgan City, Louisiana.

In 1981, the vessel was acquired by Caribbean Whale Incorporated of Houma, Louisiana. Where she was renamed as the Bay Whale.

In 1982, she was acquired by Regan Marine Construction of Newport, Rhode Island. Where the vessel was renamed as the Hope. And was converted for use as a towing vessel.

She is a twin screw tug, rated at 950 horsepower.
