Built in 1970, by Halter Marine Services Incorporated of Lockport, Louisiana (hull #209) as the Mister Chris for the Jackson Marine Corporation of Houston, Texas.

The Jackson Marine Corporation was owned by the Halliburton Corporation of Houston, Texas. The company owned a total of ninety vessels. Consisting mainly of offshore tugs, and supply vessels. With some chemical transport and well stimulation vessels.

In 1985, Zapata Marine Service, Gulf Fleet Marine Incorporated, and Jackson Marine Services merged to form Zapata Gulf Marine Service Incorporated of Houston, Texas. Where the tug retained her name.

In 1992, Zapata Gulf Marine Incorporated merged with Tidewater Marine Incorporated of New Orleans, Louisiana. Where the tug retained her name.

In 1998, the tug was acquired by the Metropolitan Marine Transportation Incorporated of Staten Island, New York. Where she was renamed as the Pegasus.

In 2006, she was acquired by Winslow Marine Incorporated of Falmouth, Maine. Where the was renamed as the Peggy Winslow.

In 2023, the tug was acquired by Stasinos Marine LLC. of Weymouth, Massachusetts. Where she was renamed as the James Charles.

Powered by two, Caterpillar D-398 diesel engines. With Haley WAV 951 reduction gears, at a ratio of 5:1. She is a twin screw tug, rated at 2,000 horsepower.

Her electrical service is provided by two, 75kW, Delco Generator Sets. Driven by two, Detroit Diesel 6-71 diesel engines. The tug's capacities are 52,882 gallons of fuel, 1,200 gallons of lube oil, 640 gallons of gear oil, 640 gallons of hydraulic oil, 4,250 gallons of potable water, and 6,348 gallons of ballast.

The towing equipment consists of a single drum, Skagit DTW 150A towing winch. Outfitted with 2,000 (ft) of 2(in) towing wire. Driven by a dedicated GM 6-71 diesel engine.
