Built in 1970, by Main Iron Works Incorporated of Houma, Louisiana (hull #99) as the Puerto Rico Sun the Sun Oil Transportation Company Incorporated of Marcus Hook, Pennsylvania.

In 1997, the tug was acquired by the Maritrans Operating Partnership Incorporated of Tampa, Florida. Where she was renamed as the Republic.

In 1999, she was acquired by Hornbeck Offshore Transportation of Covington, Louisiana. Where she was renamed as the Ponce Service.

In 2006, the tug was acquired by the Falgout Brothers of Global Towing Services Incorporated of LaRose, Louisiana. Where she was renamed as the Wilkin A. Falgout.

Powered by two, EMD 16-645-E2 diesel engines. With Falk reduction gears, at a ratio of 4.25:1. Turning two, fixed pitch, high efficiency, four bladed 108(in) by 76(in) propellers for a rated 3,900 horsepower.

Her electrical service is provided by two, 60kW generator sets. Driven by two, GM 6V71 diesel engines. The tug's capacities are 80,000 gallons of fuel, 16,774 gallons gallons of water, and 1,200 gallons of water.

The tug's towing gear consists of a double drum, Markey towing winch. Outfitted with 2,000(ft) of 2(in) stainless steel towing wire on the primary drum. And 2,200(ft) of 2(in), stainless steel towing wire on the secondary drum.
