Built in 1979, by Sherman Shipyard Incorporated of Panama City, Florida (hull #9) as the Windy City for the Vulcan Construction Materials Company of Birmingham, Alabama.

In 1997, the tug was acquired by Tarmac America Incorporated of Norfolk, Virginia. Where she was renamed as the James River Star.

In 2005, she was acquired by the Norfolk Tug Company of Norfolk, Virginia. Where the tug was renamed as the Nancy B.

In 2006, the tug was acquired by Double Eagle Marine Incorporated of New Iberia, Louisiana. Where she was renamed as the Mr. Wayne.

In 2010, she was acquired by the Crosby Marine Transportation Company of Golden Meadow, Louisiana. Where the tug retained her name.

In 2020, the Crosby Marine Transportation Company renamed the tug as the Caroline Frances.

Powered by two, Detroit 12v149 diesel engines. Turning two, cast steel, fixed pitch propellers. She is a twin screw towboat, rated at 1,800 horsepower.

The tug's capacities are 16,000 gallons of fuel oil, and 10,000 gallons of potable water.
