Built in 1980, by the United Shipbuilding and Repair Company of Vinton, Louisiana as the Fred H. Fenn Jr. for Gulf-Intracoastal Marine Incorporated of Baton Rouge, Louisiana.

The tug was later sold. Where she was renamed as the Janet Dicharry.

She was then acquired by the Cenac Towing Company Incorporated of Houma, Louisiana. Where the tug was renamed as the Fritz Cenac.

In 2004, the tug was acquired by the Coastal Tug and Barge Company of Miami, Florida. Where the tug was renamed as the Coastal Manatee.

In 2006, she was acquired by Transmontaigne Product Carriers Incorporated of Denver, Colorado. Where she was renamed as the Manatee.

In 2009, the tug was acquired by Teppco Marine Services of Houma, Louisiana. Where the tug retained her name.

In 2011, she was acquired by the Kirby Corporation of Channelview, Texas. Where she retained her name.

In 2014, the tug was acquired by the Industry Terminal and Salvage Company of Industry, Pennsylvania. Where the tug was renamed as the Olivia Rose.

She is a twin screw, tow boat, rated at 1,160 horsepower.
