Built in 1995, by Moss Point Marine Incorporated of Lockport, Louisiana (hull #1420) as the Eliza for Penn Maritime Incorporated of Stamford, Connecticut.

Powered by two, sixteen cylinder, EMD 16-645F7 diesel engines. Turning two, cast steel, fixed pitch propellers. For a rated 7,010 horsepower.

Outfitted with an INTERcon coupler system. The Eliza is "married" with the 442(ft), by 72(ft) by 36(ft), double hulled, 115,000(bbl) barge, the Atlantic. That was constructed simultaneously in 1995. By Alabama Shipyard Incorporated of Mobile, Alabama for Penn Maritime Incorporated.

In 2012, Penn Maritime Incorporated was acquired by the Kirby Corporation of Channelview, Texas. Where the tug retained her name.

In 2020, the tug was acquired by the Falgout Brothers Marine Company. A subsidy of Global Towing Services Incorporated of LaRose, Louisiana. Where she was renamed as the Miss Saidy.
