Built in 1994, by the Cenac Shipyard Incorporated of Houma, Louisiana (hull #13) as the Candice L. Cenac for the Cenac Towing Company Incorporated Houma, Louisiana.

In 2000, the tug was acquired by Settoon Towing Incorporated of Pierre Part, Louisiana. Where she was renamed as the Francis C. Settoon.

Powered by two, Cummins KT19 diesel engines. With Twin Disc reduction gears, at a ratio of 5.16:1. Turning two, stainless steel, fixed pitch propellers. She is a twin screw towboat, rated at 900 horsepower.
