Built in 1980, by the Dravo Steelship Corporation of Pine Bluff, Arkansas (hull #163-88-80) as the Kingfisher for Radcliff Materials Incorporated of Mobile, Alabama.

In 1984, the tug was acquired by the Holcim Cement Company of Jona, Switzerland. With the United States based operations located in Theodore, Alabama. Where she retained her name.

In 2014, the Holcim Cement Company merged with Lafarge Cement of Paris, France to form LafargeHolcim Limited. The company's United States based operations located in Theodore, Alabama. Where the tug retained her name.

In 2021, she was was acquired by Seaward Marine Corporation of Norfolk, Virginia. Where the tug was renamed as the Bill Hall.

Powered by two, Caterpillar D398-TA diesel engines. With Caterpillar reduction gears, at a ratio of 4:1. She is a twin screw towboat, rated at 1,700 horsepower.

Her electrical service is provided by two, 50kW, generator sets.
Driven by two, Caterpillar 3304 diesel engines.
