Built in 1955, by the Diamond Manufacturing Company of Savannah, Georgia (hull #40) as the Capt. Burt for the Diamond Manufacturing Company of Savannah, Georgia.

In 1987, the tug was acquired by Roger Rusak of Key West, Florida. Where she was renamed as the Richard Merritt.

In 2004, she was "laid up" at Harsens Island, Michigan.

In 2013, the was acquired Malcolm Marine Incorporated of St. Claire, Michigan. Where she was renamed as the Capt. Keith.

In 2024, she was phased out of active service and was "laid up" at St. Claire, Michigan.

In 2024, the tug was acquired by Stasinos Marine LLC. of Weymouth, Massachusetts. Where she was renamed as the William Eugene.

Powered by a single, Cummins KTA-19 diesel engine, with a Twin Disc MG170DC reduction gear, and bow thruster. She is a single screw tug, rated at 700 horsepower.

The tug's capacites are 1,500 gallons of fuel, 55 gallons of hydraulic oil, and 55 gallons of waste oil.
