Built in 1992, by Fulton Shipyard Incorporated of Antioch, California (hull #1705) as the Kitsap for Westar Marine Services Incorporated of San Francisco, California.

In 2012, the tug was acquired by Greger Pacific Marine Incorporated of Napa, California. Where the tug was rebuilt, and renamed as the Silia.

Powered by two, series 60 Detriot Diesel engines, with 4.5 reverse reduction gears. Turning two, 50(in) by 52(in), four bladed, fixed pitch propellers. She is a twin screw tug, rated at 1,150 horsepower.

Her electrical service is provided by one, 40kW, Northern Lights generator set. The tug's capacites are 5,000 gallons of fuel, 40 gallons of lube oil, and 2,000 gallons of potable water.

The towing equipment consists to two, Patterson hydraulic face winches. And a Pull Master H25 winch. Driven by one, John Deere 4045 hydraulic pack.
