Built in 1981, by Coastal Pilots Incorporated of Portsmouth, Rhode Island as the Arctic Scout for the Alaska Marine Lines Incorporated of Juneau, Alaska.

In 1994, the tug was acquired by Harley Marine Services Incorporated of Seattle, Washington. Where she was renamed as the Lucy Franco.

In 2016, she was acquired by Avalon Freight Services Incorporated of San Pedro, California. Where the tug retained her name.

Powered by two, Caterpillar 3412 diesel engines. With Twin Disc 520 reduction gears, at a ratio of 5.00:1. Turning two, 55.5(in) by 62(in), fixed pitch, stainless steel, propellers. For a rated 1,250 horsepower.

Her electrical service is provided by two, 40kW John Deere generator sets. The tug's capacities are 26,000 gallons of fuel, 2,500 gallons of water, 800 gallons of lube oil, and 200 gallons of hydraulic oil.

The towing gear consists of a Bevis, single drum, towing winch. Outfitted with 1,500(ft) of 1.5(in) towing wire. And, a Bevis bow winch, outfitted with 300(ft) of 1.75(in) hawser, mounted on her bow.
