Built in 2001, by Washburn and Doughty Associates of East Boothbay, Maine (hull #75) as the Capt. Harry for Wilmington Tug Incorporated of New Castle, Delaware.

She is a Ramparts 2500 series tug designed by the naval architecture firm, Robert Allan Limited of Vancouver, British Columbia.

Named for Captain Harry H. Rowland Sr., who founded Wilmington Tug Incorporated 1965. Rowland had been a Delaware River pilot since 1936. The tug features a raised forecastle design. with a relatively small deckhouse, heavy fendering all around, and a forward mounted "escort" keel on her hull.

Powered by two, Detroit Diesel 12V4000 diesel engines with two, Rolls Royce 1350 z-drives. She is a twin screw tractor tug, rated at 4,200 horsepower.

Tug tug's capacities are 20,000 gallons of fuel, 250 gallons of lube oil, and 1,200 gallon fresh water.

Her towing equipment consists of a Timberland line winch, mounted on her bow. Outfitted with 400(ft) of synthetic line.
